There is no waiver wire, no lineup to set and no trades, so every decision you will ever make happens during the draft. That changes what a good pick is. In a managed league you draft for a reliable weekly floor; in best ball your optimal lineup is chosen for you after the fact, so a player who scores nothing for six weeks and explodes twice can still win you a week you would otherwise have lost.
Ceiling therefore beats floor almost everywhere, and the players who look most frustrating to roster in a normal league, boom-or-bust receivers and backup running backs one injury from a full role, are exactly the ones best ball rewards.
